What If Bomber Use Bombing Website or Bomber Tools 

Then you have 4 ways -

1- Police Complaint (SMS/Call/Email)
To catch bomber and ask compensation money.

- If the police get involved in this and have the court order.
- Then company will have to share the IP addresses of those who accessed their API.
- Then they can match the timings of the message and API request. 
- Also, bomber's activity logs will be shared by your ISP (Internet Service provider).
- If bomber use VPN then police will scan and send court order to that VPN Company to disclose bomber identity.

2- Turn Off Notification (SMS/Call)
It will not stop the bombing from source but it will stop it for your phone.

Just go to your setting and just turn off notifications for your email/sms app or turn on your AIRPLANE MODE it will stop Call Bombing too. (Temporary Method)

3- Anti Bombing Apps (SMS)
It Will Only Stop/Hide Bombing.

I don't used any Anti Bombing Apps because it is better to follow 2nd step.

4- Block The Messages (SMS/Email)
It will block the messages from specific company whose API has been used.

Bombing tools usually use the same company's API in loop.
Therefore if you focus on the company name from which you are receiving messages/otp then you can find that same company has been sending you messages multiple times.
Just block the SMS or Email from that company.
